I. Review of work in 2013

The urban registered unemployment rate is 4.1%. The city added 13.1 million new jobs, a record high. The total volume of imports and exports exceeded 4 trillion US dollars and reached a new level.

-- Residents' income and economic benefits continue to increase. The per capita disposable income of urban residents actually increased by 7%, the per capita net income of rural residents actually increased by 9.3%, and the rural poor population decreased by 16.5 million. -- Social undertakings are booming. New progress has been made in the fields of education, science and technology, culture and health. Over the past year, we have adhered to the general tone of steady progress, coordinated growth, adjusted the structure, and promoted reforms. We must adhere to macroeconomic policies, microeconomic policies, social policies, and innovative macroeconomic regulation and control. In addition to the current and more promising measures, we are striving for stability, improving quality, striving for stability, and achieving a good start in all work.

First, efforts were made to deepen reform and opening up and stimulate market vitality and endogenous motivation. Under the circumstances of the complicated environment at home and abroad and the dilemma of macroeconomic regulation and control, we are deeply focused on making reform and opening up a fundamental strategy for development, liberalizing the market as an "invisible hand" and making good use of the government. We have changed from the government itself, and we have accelerated the transformation of functions and the decentralization of power as the first major event of the current government. The institutional reform of the State Council was implemented in an orderly manner, and 416 administrative examination and approval items were cancelled and decentralized in batches, and the list of investment projects approved by the government was revised to promote the reform of the industrial and commercial registration system. All localities actively promoted the transformation of government functions and institutional reforms, and drastically reduced administrative examination and approval matters. We will expand the pilot program of “reform of the camp”, cancel and exempt 348 administrative fees, and reduce the burden on enterprises by more than 150 billion yuan. These have loosened the market and added strength to the company. The newly registered enterprises in the country increased by 27.6%, and the proportion of private investment rose to 63%. We will fully liberalize the loan interest rate control and conduct pilot projects on the SME share transfer system nationwide. Start the unified registration of real estate. We promote openness and deep expansion. Establish the China Shanghai Free Trade Zone to explore the management model of pre-entry national treatment plus negative list. Successfully responded to major trade frictions such as PV “double opposition”. Pushing high-speed rail, nuclear power and other technical equipment out of the country, foreign investment has increased substantially, and outbound tourism has reached nearly 100 million. The continuous advancement of openness has expanded the new space for development.

The second is to innovate the ideas and methods of macro-control to ensure that the economic operation is in a reasonable range. In the face of the ups and downs of the economic situation, we will maintain our efforts to clearly hold the steady growth, the lower limit of employment and the upper limit of anti-inflation. As long as the economy operates in a reasonable range, we will concentrate on grasping the transfer mode and not loosening the structure, and maintain macroeconomic policies. The basic orientation is unwavering to enhance market confidence and stabilize social expectations.

In the first half of last year, exports fluctuated drastically and the economy continued to decline. The central government's fiscal revenue once experienced rare negative growth for many years. The interbank interest rate was once unusually high. The international economy may have a "hard landing" voice. In response to this situation, we adhere to the implementation of a proactive fiscal policy and a prudent monetary policy, do not take short-term stimulus measures, do not expand the deficit, do not exceed the currency, but increase effective supply, release potential demand, calmly respond to short-term market volatility, and protect The economic operation does not slip out of a reasonable range, so that the market has eaten a "reassuring heart" and become a key to the economic stability. Last year, the fiscal deficit was controlled within the budget, and the broad money M2 increased by 13.6%, in line with regulatory requirements.

While keeping the total amount of policy stable, actively revitalize the stock and use the incremental. Optimize fiscal expenditures and integrate and compress special transfer payments. The general expenditures of the central party and government organs and institutions have been reduced by 5%, and local governments have also reduced general expenditures. The funds vacated are used to improve people's livelihood and develop the economy. Tax incentives for small and micro enterprises have benefited more than 6 million enterprises. Through auditing, find out the national government debt base. Strengthen financial supervision and liquidity management to maintain a sound financial operation.

The third is to focus on adjusting the economic structure and improving the quality and efficiency of development. In response to structural problems that hinder development, we focus on precision development, using market instruments and differentiated policies, stabilizing growth in optimizing structures, promoting transformation in innovation-driven, promoting quality and efficiency, and paving the way for long-term development.

Consolidate and strengthen the agricultural base. We will promote the pilot reform of modern agricultural comprehensive support and support the development of various forms of moderate scale operations. Completed the renovation of 15,000 small reservoirs and solved the problem of drinking water safety for more than 63 million people in rural areas. Strengthening ecological protection and construction, the national forest coverage rate rose to 21.6%.

Accelerate the adjustment of industrial structure. Encourage the development of the service industry and support the development of strategic emerging industries. The fourth generation of mobile communications is officially commercialized. Actively resolve the contradiction of serious overcapacity in some industries. Strengthen infrastructure construction. The fourth is to effectively protect and improve people's livelihood and promote social fairness and justice. In the case of a large contradiction between fiscal revenue and expenditure, we will do our utmost to always improve the people's livelihood as the starting point and the foothold of the work, pay attention to system construction, entangle the bottom line of the people's livelihood, and promote the development of social undertakings.

Guarantee the basic life of the people. The implementation of the employment promotion plan for college students, the majority of college graduates to achieve employment. We will strengthen employment services and vocational training for rural migrant workers, and provide employment assistance to people with urban employment difficulties. Deepen the reform of the medical and health system. The basic medical insurance has achieved full coverage, and the financial subsidy for basic medical insurance for urban and rural residents has increased to 280 yuan per capita. In the face of various emergencies such as natural disasters, we are orderly and forceful, adhere to the people-oriented, legal compliance, scientific response, not only effective disposal, but also explore the establishment of new mechanisms to improve the level of social governance.

Last year, there were serious natural disasters such as the Sichuan Lushan earthquake, the Ganxian County earthquake in Gansu Province, the flooding of the Songjiang River Nenjiang River in Heilongjiang, the high temperature and drought in the south, and the strong typhoon along the coast. People were infected with bird flu. We have perfected the disaster-resisting and disaster-resisting emergency response mechanism that is responsible for and coordinated with each other. Strengthen safety production and market supervision. We will improve relevant mechanisms, seriously investigate and deal with major safety incidents, and investigate the responsibilities of relevant personnel. The major accidents fell by 16.9%. Reorganize food and drug regulatory agencies, carry out in-depth rectification of food and drug safety, strictly supervise the quality of infant milk powder in accordance with drug management measures, and strive to make people feel safe and comfortable.

To promote administration according to law, the State Council has requested the Standing Committee of the National People's Congress to formulate 34 amendments to the law, propose to abolish the reeducation-through-labor system, and revise 47 administrative regulations. Improve the work system of letters and visits and mediation to prevent and resolve social conflicts. Combat all kinds of illegal and criminal activities in accordance with the law.

We will comprehensively implement the spirit of the eight central regulations, carry out education and practice activities for the mass line, resolutely oppose the "four winds", and strictly implement the "three chapters of the law." The “three public” funds of the central state organs decreased by 35%, and the official reception fees of the 31 provinces decreased by 26%. Strengthening the building of a clean government and anti-corruption efforts, a group of illegal and disciplined elements have been punished.

Last year was a year in which China’s diplomatic work began to innovate. President Xi Jinping and other new national leaders attended major summits such as the G20 Leaders Summit, the APEC Leaders' Informal Meeting, the Shanghai Cooperation Organization Summit, the BRICS Leaders Meeting, and the East Asian Leaders' Meeting. A series of countries have achieved fruitful results. The surrounding diplomatic work has entered a new stage. Economic diplomacy has made new progress. Exchanges and cooperation with developing countries have reached a new level, and relations with major powers have developed steadily in interaction, and they have played a responsible role in major international and regional affairs and hot issues. Firmly safeguard the national territorial sovereignty and maritime rights and interests. China’s external influence has been further enhanced.

There are still some hidden risks in the fields of finance and finance, and some industries have serious overcapacity, and macroeconomic regulation and control is more difficult. It is more difficult for farmers to increase their income in agriculture. In some areas, the atmosphere, water, and soil are seriously polluted, and the task of energy conservation and emission reduction is arduous. The structural contradictions in employment are large. There are still many problems of dissatisfaction among the people in housing, food and drug safety, medical care, old-age care, education, income distribution, land acquisition and demolition, and social security, and serious accidents in production safety have occurred. The social credit system is not sound. Corruption problems are prone to occur frequently, and the phenomenon of indecent work and non-workability among public officials still exists. Some of these problems are caused by the development process, and some are caused by the lack of work. For the problems that exist, the government must first find reasons and find ways. The hope of the people is the direction of our administration. It is necessary to bear in mind the mission of responsibility, enhance the sense of urgency, dare to take responsibility, and not slacken, solve the problem in a solid and effective manner, and never let down the high hopes of the people.

Second, the overall deployment of work in 2014

In 2014, the situation facing China is still complicated, and favorable conditions and unfavorable factors coexist. The main expected targets for economic and social development this year are: GDP growth of about 7.5%, consumer price increase is controlled at around 3.5%, urban employment is over 10 million, and urban registered unemployment rate is controlled within 4.6%. We will basically balance and strive to achieve the synchronization of residents' income and economic development. Strengthen the overall balance of growth, employment, prices, and balance of payments. Here, we focus on the two objectives.

About economic growth. China is still a developing country and is still in the primary stage of socialism. Development is the key to solving all problems in China. We must firmly hold the center of economic construction and maintain a reasonable rate of economic growth. After careful comparison and repeated trade-offs, the growth target is set at around 7.5%, taking into account the needs and possibilities. This is in line with the goal of building a well-off society in an all-round way, which is conducive to enhancing market confidence and facilitating the adjustment and optimization of the economic structure. Stable growth is to protect employment, not only to meet the needs of urban new employment, but also to leave room for rural labor transfer to work in cities, fundamentally to increase the income of urban and rural residents and improve people's lives. There are many positive factors in achieving this year's economic growth target, but hard work must be done.

About the price level. We will control the increase in consumer prices to around 3.5%, taking into account the impact of last year's price hikes and the new price hikes this year. It also shows our determination and confidence in curbing inflation and safeguarding people's livelihood. China's agriculture has increased production year after year. The overall supply of industrial products exceeds demand. The reserves of grain and other materials are abundant, the import and export adjustment capacity is strong, and the overall price level is basically stable with many favorable conditions. However, there are many factors driving the price increase this year. We must not take it lightly. We must do a good job of price control and effectively prevent a major impact on the lives of the people.

To achieve the goals and tasks of economic and social development this year, we must grasp the following principles and policy orientations.

First, it is necessary to deepen reform. Reform is the biggest bonus. The current reform has entered the critical period and the deep water area. We must rely on the masses of the people, the determination of the strong men to break the wrist, the spirit of fighting the waters, breaking through the shackles of ideological concepts, breaking through the barriers of solidification of interests, taking the reform of the economic system as a traction, and comprehensively deepening reforms in various fields. . It is necessary to change from the most anticipated areas of the masses, to rectify the most prominent problems that constrain economic and social development, and to rectify the links that can be reached by all sectors of society, so that the market plays a decisive role in resource allocation and better plays the role of the government. Actively promote reforms that are conducive to structural adjustment, remove barriers that restrict the vitality of market players and optimize the allocation of factors, so that the entire society's creative potential can be fully released, so that fairness and justice can be manifested, and all people can share the fruits of reform and development.

Second, keep the economic operation in a reasonable range. We will improve the macro-control policy framework, hold steady growth, lower the minimum level of employment protection and the upper limit of anti-inflation, and continue to implement a proactive fiscal policy and a prudent monetary policy. This year, a fiscal deficit of 1.35 billion yuan will be arranged, an increase of 150 billion yuan over the previous year. The central government has a deficit of 950 billion yuan, and the central government has issued 400 billion yuan of debt. The fiscal deficit and the size of the national debt have increased with the expansion of the economic aggregate, but the deficit rate has stabilized at 2.1%, reflecting the continuity of fiscal policy. The monetary policy should be kept at a moderate level, promote the basic balance of total social supply and demand, and create a stable monetary and financial environment. Strengthen macro-prudential management and guide the modest growth of money and credit and social financing. This year's broad money M2 is expected to grow by around 13%. It is necessary to strengthen the coordination of fiscal, monetary and industrial, investment and other policies, do a good job of policy reserves, and timely and moderately fine-tuning to ensure that the Chinese economy is stable and far-reaching.

Third, focus on improving quality and efficiency, and continuously improving people's livelihood. The development we are pursuing is to improve quality and efficiency, promote transformation and upgrading, and improve the development of people's lives. At the same time of steady growth, we will promote the transformation from relying mainly on factor input to relying more on innovation, from relying mainly on traditional comparative advantage to more on comprehensive competitive advantage, from the low-end to the mid-to-high end of the international industrial division of labor. The imbalance between urban and rural areas is moving toward balanced coordination. To do a good job in this year's government work, we must deepen reform as a powerful driving force, adjust the structure as the main direction, and improve the people's livelihood as the fundamental purpose, make overall plans, highlight key points, and strive for practical results.

Reform is the top priority of the government's work this year. We must focus on the reform of the economic system, distinguish the situation, promote the classification, and do a good job of taking the initiative and moving the whole body, and strive to achieve substantial progress and release more reform dividends.

Deepen the reform of the administrative system. Further simplifying the administration of power, this is the government's self-revolution. This year, more than 200 administrative examination and approval items will be cancelled and decentralized. Deepen the reform of the investment approval system, cancel or simplify pre-approval approval, fully implement the autonomy of enterprise investment, and promote the convenience of investment and entrepreneurship. Strengthen post-event supervision. Promote one-stop approval, work on a window, and explore the implementation of unified market supervision. Accelerate the construction of the social credit system, promote the sharing of government information, promote the establishment of a unified code for natural persons and legal persons, establish a blacklist system for enterprises that violate the principle of market competition and infringe on consumer rights, so that the untrustworthy will be unable to move, and the trustworthy will be smooth.

Do a good job in the reform of the fiscal and taxation system. Implement a comprehensive, standardized and transparent budget system. Focus on all government revenues into the budget and implement full-caliber budget management. The budgets and final accounts of all levels of government must be open to the public, and the departmental budget should be gradually disclosed to basic expenditures and project expenditures. All the “three public” funds allocated by the government should be made public, and the sunshine finance should be created so that the masses can understand and supervise. Increase the proportion of general transfer payments, and reduce the number of special transfer payments by one-third, and further reduce it in the future. We will promote the reform of the taxation system, expand the pilot program of “reform of the camp to increase” to the railway transportation, postal services, telecommunications and other industries, set aside taxes, promote the reform of consumption tax and resource tax, and do a good job in real estate tax and environmental protection tax legislation. Further expand the scope of tax incentives for small and micro enterprises and reduce the burden on enterprises. We will promptly study and adjust the central and local powers and expenditure responsibilities, gradually rationalize the central and local income division, and maintain the overall stability of the existing financial structure. Establish a standardized local government debt financing mechanism, incorporate local government debt into budget management, and implement a comprehensive financial reporting system to prevent and resolve debt risks.

Deepen the reform of the financial system. We will continue to promote interest rate liberalization and expand the independent pricing power of financial institutions. Maintain the basic stability of the RMB exchange rate at a reasonable and balanced level, expand the two-way floating range of exchange rates, and promote the convertibility of RMB capital items. We will steadily promote the establishment of financial institutions such as small and medium-sized banks by private capital, and guide private capital participation, investment financial institutions and financing intermediary service agencies. Establish a deposit insurance system and improve the risk disposal mechanism of financial institutions. Implement policy reform of financial institutions. Accelerate the development of multi-level capital markets, promote the reform of the stock issuance registration system, and standardize the development of the bond market. Actively develop agricultural insurance and explore the establishment of a catastrophe insurance system. Promote the healthy development of Internet finance, improve the financial regulatory coordination mechanism, closely monitor cross-border capital flows, and maintain the bottom line of non-systematic and regional financial risks. Let finance become a pool of living water, better watering small and micro enterprises, "three rural" and other real economy trees.

Enhance the economic vitality of all types of ownership. Adhere to and improve the basic economic system. Optimize the layout and structure of the state-owned economy, accelerate the development of a mixed-ownership economy, and establish and improve a modern enterprise system and corporate governance structure. We will improve the state-owned asset management system, accurately define the functions of different state-owned enterprises, and promote the pilot of state-owned capital investment and operation companies. We will improve the operating budget of state-owned capital and increase the proportion of state-owned capital gains paid by central enterprises to public finances.
