Notice of the Ministry of Land and Resources on Distributing the Total Control Index of Rare Earth Ore Mining in 2017 (the First Batch)

The competent departments of land and resources in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Yunnan, Shaanxi, Gansu, Qinghai, Xinjiang, and other provinces (regions):
In order to protect and rationally develop advantageous mineral resources, in accordance with the relevant provisions on the management of specific minerals for protective mining, total rare earth ore or tungsten mining will continue to be controlled in 2017. According to actual needs, the 2017 total control indicators for rare earth ore and tungsten mining were issued in two batches. The relevant matters are hereby notified as follows:
1. The total number of rare-earth oxide REO (REO, the same below) control measures for the first batch of rare earth oxides in 2017 was 52,500 tons, of which the ion type (mainly medium-heavy-earth rare earth) was the rare earth ore index of 8,950 tons, and the rock type (light ) The rare earth ore index is 43,550 tons; the first batch of tungsten concentrate (65% tungsten oxide content, the same below) has a total control index of 45,650 tons, of which the main mining index is 36,550 tons and the comprehensive utilization index is 9,100 tons. The specific allocation of the total control index for the first batch of rare earth ore or tungsten mines by provinces (regions) can be found in the appendix.
The total mining control indicators for the year will be issued in due course in the second quarter in accordance with relevant national policies and market changes.
Second, timely decomposition of indicators and the implementation of responsibilities. The relevant provincial department of land and resources shall strictly comply with the regulations, carefully disaggregate the indicators, and release the work. The indicators shall be decomposed into cities, counties, or enterprises in a timely manner. They shall be responsible at different levels and be implemented at various levels, and shall be issued within 30 working days of the Ministry’s targets. The provincial (regional) rare earth ore, tungsten ore index and rare earth minerals assigned to the rare earth group were decomposed, announced and reported to the Ministry for the record. The county-level land and resources authorities must sign a letter of responsibility with the mining enterprises to clarify their rights, obligations and liabilities for breach of contract.
Third, strengthen statistical reports and supervision and inspection. The organizer of the mining right person earnestly implemented the rare earth monthly report and the tungsten ore quarterly reporting system and conducted online direct reporting in a timely, accurate and standardized manner. The local competent departments of land and resources at all levels must take measures to effectively strengthen the verification and inspection of the implementation of the rare earth ore and tungsten mine indicators. Problems encountered in the work should be reported to the Ministry.
IV. Examination and approval of mining rights for rare earth minerals and tungsten mineral exploration rights and control and management of total mining volume shall be carried out in accordance with the Notice of the Ministry of Land and Resources on Regulating the Administration of Mining Right for Exploration of Rare Earth Minerals and Tungsten Mine Prospecting Right (National Land Resources Regulations [2015] No. 9). .
