In recent years, the Department of Housing and Urban-Rural Development of all provinces (autonomous regions) has done a great deal of work in strengthening the construction of housing and housing systems, standardizing management, and team building, and achieved positive results. However, there are also problems such as inadequate implementation of supervision work, weak work force, single regulatory means, and inadequate supervision capabilities. With the rapid growth of the scale of housing ***, the scope of business has continued to widen, and hidden dangers in deposit, withdrawal, personal accounts, fund storage, and financial accounting have continued to accumulate. The regulatory work is faced with many new situations and new problems. Very heavy. In order to further strengthen the provincial (district) Housing and Urban-Rural Construction Department's supervisory function on housing ***, according to the "Regulations on the Administration of Housing ***" and "Administrative Measures on the Supervision of Housing ***", the following notice is hereby given.

First, strengthen the supervision of the management committee's decision-making. In conjunction with relevant departments, the government will conduct compliance review on housing mortgage payment, extraction, **, and distribution of value-added income formulated by each district city (including provincial, industry, and the same below). For non-compliant policies, it shall be ordered to correct within a limited time. The District Housing and Urban-Rural Development Management Committee (hereinafter referred to as the Administrative Committee) shall attend the meeting when reviewing major decision-making matters; and strengthen the record management of the Minutes and decision-making matters of the Management Committee.

Second, strengthen the filing and review of documents. The housing and urban-rural development departments of the provincial (district) housing and urban-rural development departments or the relevant departments shall report to the Ministry of Housing and Urban-Rural Development for the record; for breaking through the provisions of the “Regulations on the Administration of Housing Demolition,” it shall be submitted to the Ministry of Housing and Urban-Rural Development for review.

Third, regular supervision and inspection. Each year, the organization organizes inspections on the management, policy implementation, risk control, and normative services of housing *** businesses in each district, focusing on checking the collection of funds that are insured, the adjustment of centers, fraudulent loans, and the transfer of large sums of funds. Happening. Coordinate the organization to carry out annual audit work. To inspect and find problems found in the audit, order rectification and notify the management committee. Fourth, implement management performance assessment. Before the end of March each year, the financial management department of the same level, the People's Bank of China, and other departments will conduct a comprehensive assessment of the previous year's management situation of the Center, and report the results of the assessment to the Administrative Committee and copy it to the municipal people's government. Those who have made outstanding assessments shall be commended; if they fail to pass the assessment, they shall be criticized and ordered to make rectification within a time limit. For unqualified appraisals for two consecutive years, the local people's government is proposed to remove the head of the center.

V. Accelerate the construction of a regulatory system. In accordance with the unified deployment of the Ministry of Housing and Urban-Rural Development, we will accelerate the construction of a housing and supervision information system to ensure that funds, personnel, and equipment are in place in a timely manner. Gradually unify the technical standards for housing management information management systems, standardize the construction of business systems in the region, and strengthen data security management.

Sixth, strengthen business guidance. We went deep into the grassroots to carry out investigations and studies to fully understand the operation and management of housing *** in the region, and held regular meetings to study and deal with issues affecting the healthy development of housing *** in the region, and to summarize and promote advanced experience. In accordance with relevant regulations, we will carry out business innovation in light of local conditions and strive to improve scientific, standardized, standardized and refined management.

VII. Organize and train all staff. Formulate training plans for the management of housing *** managers and annual training plans. The number of participants per year is not less than 20% of the employees. Organize and carry out training in political quality, integrity, and business knowledge, and continuously improve the political quality and professional ability of management personnel. Guide the *** Center to develop job skills training and improve the professional ability and service level of employees.

VIII. Strengthening information reporting. Accurately and accurately submit statistical reports and other relevant information. The issues concerning capital risks, information security, personnel violations and violations of regulations, and important public opinions in the management of housing *** in this region are reported to the superior supervisory authorities in a timely manner. Each year, the *** Center organizes and reports on the operation and management of housing ***. Every six months, the status of supervision of housing and housing in the province (region) is summarized and submitted to the Ministry of Housing and Urban-Rural Development.

Nine, do a good job of information disclosure. Make full use of news media such as newspapers, television, radio and the Internet to do a good job of information disclosure. Every year, the public’s management and operating conditions and related policies are publicized to the public on a regular basis. Urge the *** Center to implement the information disclosure system and accept social supervision. The public will be notified of the complaints by telephone and website, and complaints concerning the housing *** will be handled and investigated and dealt with promptly. Doing a good job in the administrative reconsideration of housing in accordance with the law.

X. Strengthen departmental coordination. Actively communicate and coordinate with finance, People's Bank of China, disciplinary inspection and supervision, auditing, banking supervision and other departments, give full play to the functional role of the relevant departments, and form a joint regulatory force. Proactively communicated with experts and scholars and extensively listened to opinions and suggestions from various sectors of the society on strengthening and improving the management of housing estates.

Eleventh, strengthen the team construction. We will strengthen the construction of supervision agencies for housing estates, enrich relevant professionals in the fields of economy, finance, accounting, law, real estate, and computers, and keep personnel relatively stable. Guarantee the funds for special inspections and supervision to ensure the orderly development of housing supervision.

All localities may formulate specific implementation measures in accordance with the requirements of this Circular and report to the Ministry of Housing and Urban-Rural Development for the record.
