Potash fertilizer self-sufficiency rate of 80% in the 12th five-year period can prevent international monopoly risk

"The goal of the 'Twelfth Five-Year Plan' is to realize the independent guarantee of potash fertilizer supply. The main content is to develop domestic production. The biggest bright spot is to consider sustainable development."

On November 11, Liu Fuchang, secretary general of the Potassium Salt (Fertilizer) Branch of the China Inorganic Salt Industry Association, said in an exclusive interview with this reporter that the "12th Five-Year Plan" for the potash fertilizer industry is under development and will be announced around January next year. .

Since BHP Billiton proposed the acquisition of potash supplier Potash in Canada in August this year, the key industry that guarantees "food security" has once again become the focus of attention, and has triggered the controversy of whether "potash will repeat the passive situation of iron ore."

In response, Liu Fuchang told this reporter: “In the long run, as long as China maintains its actual self-sufficiency rate at over 80%, it can prevent the risks that may be caused by the monopoly of international potash resources.”

Self-protection “There is food in the hands, and there is no panic in mind.” Zhao Zhaoying, executive deputy secretary-general of the Potassium Salt (Fertilizer) Branch of the China Inorganic Salt Industry Association, uses these eight words to interpret the ultimate goal of industry development.

China began importing potash fertilizer in the 1970s. Its main varieties are potassium chloride, potassium, potassium, and potassium-containing compound fertilizers. Imports have increased year by year. It is expected that the import volume in 2010 will exceed 4 million tons in kind.

In addition, for a long time to come, due to the gap between market demand and domestic production of potash fertilizer, imported potash fertilizer will also occupy an important position.

However, with the growth of China's domestic potash fertilizer production, China's dependence on imported potash fertilizer is decreasing. During the "Twelfth Five-Year Plan" period, China will further expand its independent safeguards.

“Originally, 60%-70% of our potash fertilizers need to be imported. In recent years, with the release of domestic production capacity, the ratio between domestic and imported has been constantly changing. It is also necessary for overseas projects to have production and enter the domestic market. For a certain period of time, achieving domestic, imported, and overseas 1:1:1 is our long-term development goal.” Zhao Zhaoying told this reporter.

At present, the Ministry of Land and Resources is brewing and conducting large-scale geological prospecting operations in 21 provinces across the country. “In addition, potassium minerals, especially soluble potassium minerals, are also on the agenda. At present, China's soluble potassium minerals are still relatively small and unevenly distributed, but they still have potential and need to increase exploration efforts.”

Liu Fuchang told reporters that in 2010, the country has invested 50 million in the exploration of potash, and it has been found in three places in Sichuan, Xinjiang, and Yunnan. It has already found a certain potential. "In 2011, the planned investment will reach 70 million yuan. On the original basis, it will be further used to find potash mines."

From historical data, the apparent consumption of potash in China has remained at about 6 million tons (K2O) from 2004 to the present, among which, it reached a relatively high level in 2005 and 2007, respectively, reaching 7.15 million tons (K2O). And 831.3 thousand tons (K2O).

It is estimated that by the end of 2010, China's potash fertilizer production capacity will exceed 3.9 million tons (K2O), and the output will reach 3.5 million tons (K2O) or more.

Due to the "weak periodicity" of potash fertilizer, Yan Zhaoying said: "If potash prices in the international market are higher than farmers' affordability, China-made potash fertilizer can fully meet the lower limit of agricultural demand, so as to ensure China's food security."

A typical case is that in 2009, due to the high price of potash fertilizer, after multi-party argumentation, China insisted on not importing high-priced products throughout the year, which not only delayed domestic production, but also forced suppliers to sign China's arrival in 2010 at the end of the year. The contract price is the world's lowest price of 350 US dollars per ton.

Multiple strikes According to the reporter’s understanding, along with the country’s new industrial structure adjustment and support for the implementation of key corporate policies, several key potash producers in China have also made corresponding preparations.

In terms of the way, it should be adapted to local conditions. Due to the richness of non-traditional potassium resources in China, during the “Twelfth Five-Year Plan” period, domestic potash fertilizer companies will focus on the development of independent industrialized complete sets of technologies and equipment that utilize low-potash potassium ore, seawater potassium, insoluble potassium, and well salt and potassium resources. Demonstration project of typical mine construction scale.

Zhao Zhaoying told reporters: “At present, China's insoluble potash mining technology has matured and industrialization has taken a very important step.”

During the “Twelfth Five-Year Plan” period, Qinghai Salt Lake Group will increase its annual output by 1 million tons to reach a production capacity of 3.5 million tons; the capacity of other potash fertilizer plants in Qinghai will exceed 2 million tons; the completed capacity of the second phase of Lop Nor in Xinjiang will reach 3 million tons of physical objects.

Together with the development of seawater potassium, Yunnan solid potassium, overseas potash fertilizer companies and insoluble potassium resources, it is expected that between 2012 and 2015, China's domestic potash fertilizer production capacity will reach 5.2 million tons K2O, which is equivalent to standard potassium chloride 8.25 million tons. With the construction of overseas potash projects such as Laos, the total production capacity will reach around 10 million tons of physical quantity. Annual output will be maintained at 6 million to 8 million tons in kind according to market conditions, and self-supply rate of potassium will increase from 30% in 2007 to over 60%.

Throughout the “Twelfth Five-Year Plan” period, it is expected that the annual consumption of potash fertilizer such as potassium chloride, potassium and potassium fertilizers in China will be 8 million to 10 million tons in kind. Therefore, in the next five years, China's self-produced potash fertilizer can basically meet the lower level of domestic potash fertilizer demand.

"During the 12th Five-Year Plan period, we will also support the development of overseas potash resources from all aspects, and we will strive to ensure that this part of the country can also 'feed back' the domestic potash fertilizer market at an early date and support the domestic potash fertilizer industry." Yan Zhaoying told reporters .

In recent years, the development of overseas potassium resources has also achieved rapid development. The exploration rights and mining certificates of potassium resources have been obtained in Laos, Congo (Brazzaville), Canada and other countries. In this year or next year, Laos potassium projects will have installations. Put into production.
